Nero Security

Nero Security is being built for coast guard, port and maritime authorities, and the agencies that work with them. It will register every vessel at anchor and flag the ones outside designated anchorages, measure each area against its own normal, count AIS silence only when nearby vessels were still heard, resolve renamed and re-numbered vessels into one history, and flag meetings at sea and fishing in closed waters. Findings become case files for prosecutors. Every judgment rests on behavior, never on flag or nationality.

In development. Scope and timing are not yet committed.

What is planned

Anchoring out of bounds
Every vessel at anchor: where, since when, and whether it is inside a designated anchorage. An alert, with reasons, when one anchors outside them, in a no-anchoring area or over a charted cable or pipeline.
Approaches and restricted waters
Vessels that stop or loiter in approach channels, and entries and stops in restricted and prohibited waters, including around outlying islands. Berths and anchorages are context, so moored ships stay quiet.
Area baselines
Daily activity in each area against its own normal range, so a surge or a new concentration of vessels stands out.
Ships going dark
AIS silence counted only when nearby vessels were still being heard; gaps in our own reception never count.
Identity deception
Renames across Traditional and Simplified script, shared or swapped numbers, and status that contradicts movement, resolved into one history per hull with the evidence for every link.
Meetings at sea and smuggling patterns
Two vessels that close up, run alongside or stop together away from port, with the duration and closest distance: the pattern behind most transfers at sea, described as consistent with a transfer, never as intent.
Illegal fishing
Fishing speeds and turns inside closed or protected areas, and trawling speeds in no-trawl zones. Gear is classified first, so it is never scored as a vessel.
Dredging-like patterns
Back-and-forth movement at dredging speeds outside the permitted area.
Case files
Findings become Investigations reconstructions and evidence packages built for prosecutors.
Area baseline · planned

Every area, measured against its own normal

Activity in the same waters rises and falls with the season, the weather and the day of the week. Nero Security first learns each area's normal range, then marks only the days outside it, with the vessels and what they did.

Anchorages and approaches · planned

Anchorages, the approach and the cables, on one plan

Designated anchorages, the approach channel, the pilot boarding point and the no-anchoring areas come straight from the port's own rules. Vessels at anchor are registered by anchorage, and one anchored outside them is listed with its reasons.

Pattern library

Six behaviors that stop short of an incident

Each pattern is built from fixed behavior indicators. Dredging, for example, scores nothing inside a permitted area; only dredging speeds and passes outside it count.

From the anchorage to the case file

Every vessel at anchor and on the approach, accounted for

Nero Security is designed to register every vessel at anchor, how long it has stayed and whether it is inside a designated anchorage, and to list the ones anchored outside them, in a no-anchoring area or over cables, with their reasons. Ships moored or anchored in their proper places stay quiet.

Two vessels, one position, no port

Nero Security is designed to flag two vessels that stop together away from port, with how long they stayed and how close they came, and to keep both identity histories with the record. Smuggling and transfers at sea usually leave this pattern; the judgment stays with the agency.

Fishing where it is not allowed

Nero Security is designed to measure fishing patterns against closed and protected areas: a vessel showing fishing speeds and turns inside one is flagged with the area and the time, while boats fishing outside them stay at monitoring.

The same hull under a new name

Vessels that change names between Traditional and Simplified script, swap numbers or share them are resolved into one identity history, with the evidence for every link.

What Nero Security will and will not do

Approach & Limits
  • It judges behavior only. Flag, nationality and ownership carry no weight; a number that contradicts the declared flag is an identity question, nothing more.
  • Vessels that do not transmit AIS need radar or other sensors; AIS alone cannot see them.
  • It describes what the data shows and never infers intent. Whether something is smuggling or illegal fishing is for the agency to decide.
  • Area baselines need weeks of history before they mean anything, and each one states its period.

Common questions

Why behavior and not flag?
Because behavior can be shown, and it holds up before a court and the public. A flag or a nationality says nothing about what a vessel did.
Can it run on our own radar, AIS base stations and records?
That is the design. Each source comes in through its own connector with a license tag, data you share is used only as agreed, and deployment is discussed with each agency.
Where would our data be kept?
Partner data will be stored and processed in Taiwan.
How is this different from Cable Watch and Offshore Guard?
Cable Watch and Offshore Guard protect specific assets. Nero Security watches whole areas, ports and anchorages, and the patterns across them.
Is it available now?
Not yet. Nero Security is in development, and its scope and timing are not yet committed. We welcome early conversations with coast guard, port, fisheries and defense agencies.
Become a pilot partner

We are seeking a small number of cable and offshore wind operators as partners for the first pilot deployments. Inquiries in English or Chinese.
